GENERAL DESCRIPTION OF POSITION
The Technician performs operational functions for the city’s recycling center and supervision of volunteers and court workers. Furthermore, the Technician ensures separation of each recyclable commodity; documents vehicular information; performs minor repairs on facilities and equipment; operates machinery and equipment; drives collection routes; oversees court workers and assesses their performance; ensures compliance with all safety guidelines; performs the timely collection, processing, and disposal of recyclables; performs daily cleaning and organization of facility. Additionally, the Technician provides information detailing quantities of baled recyclables, shipped commodities, condition of facility and equipment, and performance of supervised workers to the Foreman. The Technician position includes, but is not limited to the responsibilities listed above and additional responsibilities may be added at any time. This is a full-time position with city benefits.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Responsible for overseeing numerous court workers.
2. Shall be responsible for implementation of safety procedures.
3. Shall be responsible for the safe collection, processing, and baling of recycling materials.
4. Shall document the quantities of all baled materials.
5. Responsible for informing supervisor of daily activities including routes run, condition of vehicles operated, number of bales run, and any problems encountered in their daily operations.
6. Will operate forklifts, balers, and other heavy equipment on a daily basis.
7. Must be able to lift heavy materials on a regular basis.
8. Must be able to safely pull a trailer (bumper-pull and gooseneck) daily.
9. Must have a valid driver's license and drive a collection route in a timely, safe manner.
10. Provide clear, concise instructions to court workers to assist in achieving department goals.
11. Develop an intimate knowledge and functional understanding of all equipment utilized in the processing of recycling materials at the Recycling Center.
12. Promote positive public image through excellent customer service.
13. Must be able to work on weekends or holidays as required.
14. Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
Mental alertness and adaptability to office and field area work routines. Equivalent to four years high school or GED, with particular emphasis during high school in office skills, shop skills, or others, plus 7 to 11 months related experience and/or training, or equivalent combination of education and experience.
COMMUNICATION SKILLS
Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals; Ability to write routine reports and correspondence.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.
CRITICAL THINKING SKILLS
Ability to utilize common sense understanding in order to carry out written, oral or diagrammed instructions. Ability to deal with problems involving several known variables in situations of a routine nature.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Must have a valid driver's license. Must be able and willing to become certified on any equipment which requires certification to operate.
PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
Preferred "Fork Lift Operator" certification.

ADDITIONAL INFORMATION
USE OF EQUIPMENT AND/OR COMPUTERS
Must have mechanical/troubleshooting aptitude to effectively manage and maintain recycling equipment. Must become proficient in the use of all recycling equipment including, but not limited to balers, forklifts, trucks, tractors, glass breakers and densifiers. Must also be familiar with working with a personal computer, Microsoft Word, Microsoft Excel, and other related software programs. Must be able to effectively operate standard office equipment. Must be able and willing to become certified on any equipment which requires certification to operate.
The noise level in the work environment is usually moderate to loud. The main working area is a metal building with little to no insulation, minimal to no air conditioning or heat, and has concrete floors. Employee will be required to work in these conditions for long hours and may be required to work outdoors in the elements.
